Russia and India are negotiating a new agreement to supply additional S-400 surface-to-air missile systems to India, according to statements from senior Russian defence officials. The discussions come after an earlier $5.5 billion deal in 2018 for five S-400 Triumf systems had already put India on the path to acquiring one of the most advanced air defence platforms in the world.
Currently, three of these systems have been delivered and are deployed across the northern and eastern sectors, while the final two units were scheduled for delivery in 2026 and 2027. The proposed expansion would reinforce India’s defence posture and signal deepening defence cooperation between Moscow and New Delhi.
Reinforcing India’s Air Defence Preparedness
The S-400 system is integral to India’s layered defence network. It offers long-range coverage capable of intercepting a wide array of aerial threats, including fighter jets, drones, cruise missiles, ballistic threats, and stealth aircraft. Its advanced tracking radar, mobile launchers, and multi-target capabilities make it a formidable deterrent. The system’s performance was notably demonstrated during India’s recent operation against terrorist infrastructure, where it was credited with intercepting incoming projectiles effectively.
Strategic Bond Between Modi and Putin
At the Shanghai Cooperation Organisation Summit in Tianjin, Prime Minister Modi and President Putin reaffirmed the depth of their bilateral ties. The meeting, marked by a display of camaraderie, underscored India’s desire to maintain a diversified strategic partnership, even as it faces pressure from international actors like the United States to restrain its defence and energy engagements with Russia.
Persistent Arms Partnership with Russia
Between 2020 and 2024, Russia accounted for approximately 36 percent of India’s arms imports, making it the largest single supplier. Following closely were France and Israel. The continuation of S-400 negotiations signals that Russia will likely remain a cornerstone of India’s defence procurement strategy.
Advancing Defence Diplomacy
The talks come amid heightened geopolitical tensions and growing scrutiny of India’s defence and energy alignments. The Indian National Security Advisor’s recent trip to Moscow reaffirmed India’s commitment to strategic autonomy and bolstering defence partnerships. There are also indications of broader discussions, including potential co-development or licensing agreements, and consultations on acquiring Sukhoi Su-57 fighter jets. These reflect a broader agenda to enhance India’s indigenous capabilities while maintaining essential imports.
