In a major development in India’s intelligence framework, Parag Jain, a 1989-batch IPS officer from the Punjab cadre, has been appointed as the new chief of the Research and Analysis Wing (RAW), India’s external intelligence agency. Jain will take over the reins from outgoing chief Ravi Sinha on July 1, bringing with him decades of strategic, field, and technical intelligence experience.
Parag Jain’s appointment marks a notable moment for the Punjab cadre, highlighting the growing prominence of officers from the state in national security leadership roles. As a 1989-batch officer, Jain brings with him over three decades of experience in intelligence operations, counter-terrorism, and strategic policy execution.
Having served in a range of challenging assignments across India and abroad, Jain is widely regarded as a quiet strategist with a deep understanding of both human intelligence (HUMINT) and technical intelligence (TECHINT). Prior to this elevation, he was heading the Aviation Research Centre (ARC), a critical wing under RAW that handles aerial and satellite surveillance.
Jain is credited with playing a pivotal role in Operation Sindoor, one of RAW’s most successful covert intelligence operations in recent years. The mission, targeting terror infrastructure across the Line of Control, showcased Jain’s strategic acumen and ability to integrate real-time intelligence with precision action. His operational leadership in such missions made him a natural choice for the top job.
Jain’s field career began in Punjab during the insurgency era of the early 1990s, where he served in several sensitive districts including Ludhiana and Hoshiarpur. His work in these regions focused on neutralizing cross-border extremist threats and stabilizing communal tensions. His ground-level experience in dealing with terror networks has remained a key asset throughout his career.
He later served on RAW’s Pakistan Desk and was posted in conflict-prone areas like Jammu & Kashmir, where he contributed to intelligence coordination during critical moments such as the abrogation of Article 370 and post-Balakot surveillance. His international assignments, including in Canada and Sri Lanka, helped track and disrupt global terror financing and Khalistani separatist modules.
Parag Jain’s rise also signals a shift in India’s intelligence leadership towards officers with hybrid expertise in both field operations and policy design. Known for his low-key demeanor and strong analytical abilities, Jain is expected to bring a structured and professional approach to RAW’s evolving role in global geopolitics.
According to government sources, his two-year term will focus on strengthening RAW’s presence in the Indo-Pacific region, boosting cybersecurity frameworks, and expanding cooperation with global allies in counter-terror operations. He is also expected to modernize intelligence workflows, integrate data science capabilities, and enhance RAW’s tech-enabled surveillance systems.
With China’s aggressive moves along the LAC, persistent cross-border terrorism from Pakistan, and the resurgence of Khalistani elements in Western countries, Jain’s tenure comes at a strategically critical time. His ability to interpret regional signals and act with calibrated force will be crucial in safeguarding India’s long-term interests.
The Appointments Committee of the Cabinet (ACC) cleared his name earlier this week, ending speculation over the successor to Ravi Sinha. Jain’s name had been under active consideration owing to his proven operational record and diplomatic experience.
Analysts believe his selection underscores the government’s preference for experienced, field-tested professionals in intelligence leadership. It also boosts the morale of the Punjab cadre, which has contributed several respected officers to India’s civil and police services.
