US Declares the Resistance Front Behind Pahalgam

In a landmark move underscoring the growing global consensus against cross-border terrorism, the United States has formally designated The Resistance Front (TRF), the Lashkar-e-Taiba (LeT) proxy responsible for the deadly Pahalgam attack, as a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT). According to The Indian Express, the decision comes less than three months after the brutal assault in South Kashmir’s Pahalgam, marking it as the deadliest terror strike on civilians in India since the 2008 Mumbai attacks.

The Pahalgam Attack: A Grim Reminder

On April 22, 2025, gunmen from The Resistance Front opened fire on a group of tourists and local workers in Pahalgam’s popular Baisaran meadow, leaving 26 dead and dozens injured. The attack sent shockwaves through India and garnered widespread condemnation, including a strong censure from the United Nations Security Council. TRF had initially claimed responsibility for the carnage, although the group later tried to distance itself in the face of mounting international scrutiny.

What Is the Resistance Front?

The Resistance Front was founded in 2019 in the aftermath of the abrogation of Article 370 and the revocation of Jammu & Kashmir’s special constitutional status. Conceived as a shadow outfit to mask the operations of the Pakistan-based LeT, TRF leveraged online propaganda, digital recruitment, and psychological warfare to expand its footprint. In January 2023, India’s Ministry of Home Affairs had already designated TRF a terrorist organization under the Unlawful Activities (Prevention) Act for its role in recruitment, infiltration of militants, weapons smuggling, and orchestrating attacks on Indian soil. Security agencies have often described TRF as a “digital first” terror group, notorious for inciting violence via social media campaigns.

US Action: Strong Message Against Terrorism

The US Secretary of State’s announcement—invoking Section 219 of the Immigration and Nationality Act and Executive Order 13224—formally categorizes TRF under US anti-terror laws. Officials stressed this was not only a punitive measure against the group but also a clear warning to its sponsors and backers abroad.

“The United States stands firmly against terrorism in all forms. We are committed to holding perpetrators and their sponsors accountable, wherever they may be,” the Secretary said, referencing the Pahalgam attack as the deadliest incident since Mumbai 2008.

The State Department reiterated Lashkar-e-Taiba’s continuing status as a global terrorist outfit, emphasizing TRF’s direct operational links to the Pakistan-based group.

India Responds: Diplomatic Partnership Strengthened

India has welcomed the US move, calling it a powerful affirmation of the deepening India-US strategic partnership on counter-terrorism. The Ministry of External Affairs noted the announcement reflected the growing international understanding of the networks supporting terrorism in the region.

External Affairs Minister S. Jaishankar recently used major global forums, including the Shanghai Cooperation Organisation, to highlight the dangers of proxy warfare and the need for united global action against terrorism. India also launched Operation Sindoor in early May, targeting terror infrastructure across the Line of Control, and dispatched delegations worldwide to highlight Pakistan’s hand in regional militancy.

Broader Implications: Zero Tolerance for State-Sponsored Terror

The designation of TRF as a Foreign Terrorist Organization has significant legal and diplomatic consequences:

  • All TRF assets in the US are immediately frozen;
  • US individuals and entities are barred from any transactions with the group;
  • The move sets a precedent for other Western and regional powers to strengthen sanctions and interdict terror financing channels.

Most importantly, it places additional diplomatic pressure on Pakistan to dismantle terror infrastructure operating with impunity from its soil—particularly as TRF has been linked to a slew of attacks on Indian civilians, security personnel, and political actors since its founding.
