In the wake of deepening fissures within the Himachal Pradesh Congress, Chief Minister Sukhvinder Singh Sukhu has advocated for appointing a new state Congress chief from the Dalit community to replace Pratibha Singh. Highlighting both political pragmatism and inclusivity, the proposal comes amid mounting tensions and visible organisational voids, reports The Indian Express.

The Call for a Dalit Face at the Helm

Sukhu, speaking in Shimla after consultations with AICC leaders in Delhi, said he had formally recommended that the next Himachal Pradesh Congress Committee (HPCC) president should be a mass leader from the Scheduled Castes. He also suggested that if the high command deems it fit, a cabinet minister could assume the role. However, under the “one person, one post” principle, such a leader would have to give up their ministerial berth.

Pratibha Pushback: Legacy and Loyalty

Hours later, Pratibha Singh, the current HPCC president, reaffirmed her position in a press statement. Emphasising the political legacy of her late husband, six-time Chief Minister Virbhadra Singh, she warned that sidelining that legacy could harm the party’s prospects in the state. Pratibha reminded the leadership that many party workers remain loyal to Virbhadra Singh’s name and credited his reputation for Congress’s strong performance in recent elections.

She also drew attention to the organisational vacuum plaguing the state unit, pointing to delays in nominating a new chief and forming block and district-level committees. According to her, the party urgently needs a “mass leader” to energise the organisation.

Factionalism on Full Display

The contrasting statements from Sukhu and Pratibha expose the widening factional rift within the party. While Sukhu is seen as leaning toward inclusive representation and strategic renewal, Pratibha leans on dynastic continuity and established loyalty.

Sources close to the party leadership confirmed that other senior figures have also voiced differing views—some aligned with Pratibha, others with Sukhu. These debates formed part of a broader consultation exercise by the AICC to assess ground realities and leadership preferences in Himachal Pradesh.

Politics of Caste and Calculated Strategy

The proposal for a Dalit face is not merely symbolic. Dalits constitute approximately 27 percent of Himachal Pradesh’s electorate, making them a crucial demographic in any election strategy. This reality appears to have influenced Sukhu’s pitch, with his camp suggesting two Dalit MLAs as viable contenders for the post.

The idea also mirrors earlier moves by the BJP, which twice appointed Shimla MP Suresh Kashyap, a Dalit leader, as its state unit chief.

Stakes Ahead: Organisation vs. Electability

At the core of this tussle lie two competing imperatives—preserving a powerful political legacy or recalibrating the party for broader inclusivity and electability. Many within the Congress believe that a clear organisational structure, combined with a leader who can mobilise voters across caste lines, is essential to strengthening the party ahead of the next assembly elections.

The choice of HPCC president is thus not just an internal matter; it is a decision that could directly affect the Congress’s caste appeal, grassroots mobilisation, and future electoral fortunes.

What Lies Ahead for the Party

The high command will now have to navigate a delicate balancing act. Opting for a Dalit leader could send a strong message of inclusivity and electoral pragmatism, while retaining Pratibha Singh would affirm the enduring pull of the Virbhadra Singh legacy.

Whichever direction the decision takes, the move will signal the Congress’s strategic priorities for Himachal Pradesh—whether it is banking on emotional loyalty or betting on fresh social coalitions to shore up its political base.
